I made this due to a lack of good nightvision tutorials..
I was looking around the net for one, but they all didnt seem to work.
So i decided to find my own way.

1)
First of all..
Open your stock picture.
This is from an old factory near here.

2)
Desurate your picture by pressing CTRL+SHIFT+U.
Press CTRL+SHIFT+N for a new layer and fill the new layer with WHITE.
Now go to Filter>Noise>Add Noise set to monochromatic and a value of 400%.

3)
Filter>Blur>Motion Blur with an angle of 0 and the distence on 999.
Now press CTRL+F untill the fading in the middle is gone.
Apply Filter>Render>Lighting Effects with these settings:

Set this layer's blending mode to Multiply.
Result untill now:

4)
Press CTRL+SHIFT+N for another new layer.
Fill it with white (again).
Now apply Filter>Noise>Add Noise but this time on 25%.
Apply Filter>Render>Lighting Effects with the same settings as shown in the previous picture.
Set this layer's blending mode to Soft Light.
Looks good huh?
Now Duplicate this layer by pressing CTRL+J and set the opacity of that new layer to 50% and the blending mode to Overlay.

5)
You're finished!
Result:

With a few more tweaks it will look amazing.
